Is the ratcheting part serviceable incase of wear and tear or manufacturing defect?

Within 30 days you can return to Amazon and you can chat with the Amazon customer service. After 30 days i am not sure, maybe you can chat with amazon customer service to hear their advice.

Does the open-ended end need to be on the nut absolutely square for this spanner to apply full torque or is there some wiggle room?

By it's design the spanner needs to be square on the nut to work properly. It's a really tight fit (good thing) so I wouldn't say there was 'wiggle room' at all. hth.
