Does this dissolve in the water or sit on top please?

It dissolves in the water a wee bit sloppy getting out but makes skin lovely wouldnt he without it .

Does this clean your skin as well or do I need to use a seperate cleanser?

Yes. I haven't used soap on my body in a couple of years, now. I use aqueous cream for showers and this oil for baths. It will loosen the oils that trap grime, dead skin cells, etc on the skin so that you can wash them off with a flannel. Unlike soap, there's no film or dryness. Took me a while to get over not having bubbles but I swear I actually smell better than I did when I used soaps and detergents.
