Q: Wouldthe tape survive a washing machine if stuck it to a jacket?

If it was iron-on reflective tape I would say yes. If self adhesive reflective tape then maybe I would not or be very careful with a tepid wash without too much agitation. I don’t know if other people know the answer?

Q: Will this damage the bikes paint work if I remove it?

I've done it before on some old bikes and it doesn't seem to strip off any of the bike's paint. I recommend heating the tape before removal though using a hair dryer.

Q: Can I make it into letters? Can I peel it off walls?

It is definitely possible to cut our tape into letters. It will stick to walls, however, when removed some paintwork might also be removed with it.
