Does this work on cloth? Im trying ro punch holes in cross stitch fabric

Works well as long as you place a piece of cardboard or plastic sheet over the cloth where the punch will enter.

Does his punch oval shaped holes? Those on my belt are oval not round.

No, the holes from this particular punch are round. Very good punch though, all the same.

How would one remove discs of leather caught in the punches?

I have not had a problem with discs of leather being caught in the hole punch, but if I did I would use a small nail or panel pin to remove them.

Would this work on biothane? I’m struggling to get through the nylon webbing layer in the middle

Assume this will work with a lot of strength, have used it on thick leather belts and a dog collar, hope this answers your question other thing to try is Timpson the shoe repairer at supermarkets and they cut keys and supply batteries to watches
