Why does this contain alcohol no one should put alcohol as a toner on their skin????

Because that’s the ingredient the manufacture has chosen to use, many skin care product contain alcohol usually it is very diluted.

Has anyone actually tested the PH level?

I am sorry I didn't but the toner,only the face wash which is very good

Hi. It states vegan formula no animal derived ingredients or by-products, and states dermatologically tested. However, I have just looked up Garnier and they are not cruelty free. There is no peta logo etc on this bottle. Hope this helps.
