Do you need to wet the fibre first?

No it is not like those block things where you have to soak them in water first and then they expand. This stuff is just packed loosely in the bag so you just tip it out and away you go. We use it for our tortoise and because it is the least dusty of all the substrates we have used I don't even have to spray it with water to avoid the dust. Hope this helps.

The coconut fibre is really dusty so personally I would use an organic top soil instead
