Can this be used to touch up a wall? I took off a little of the paint of my wallwhen removing a sticker from a picture

Only if the sheen of the wall is a flat paint.

can this be used to cover paint drops on fabic couch?

I'm confused. You want to cover paint drops on a fabric couch with more paint? This type of paint isn't generally used on fabric especially couch fabric.......

would this cover a cigarette burn on a floor just long enough to sell the house?

Yes, I believe it would. As long as it's not the the main place where you walk I don't see Why not. It should work perfectly! Congratulations on your new home! I love your tact tics! Lol I'll remember that! Lol lol
