They won't have a use by date, only a best before date. These are very different. You can carry on using them safely long past the best before date.

Like all organic food it should be grown in areas where pesticides and harmful chemicals are never used. It should be processed carefully and packed in an area away from chemicals. The seeds could end up smaller but you have peace of mind knowing you are using a healthy product.

Is this a viable alternative to porridge oats?

No - these are little black seeds which are basically tasteless. They swell up when liquid is added and creates a gel-like substance around the seeds. This is what makes them an ideal filler if hungry. I add about a tablespoon of seeds into a glass of coconut milk and leave it overnight. What you get in the morning is a lumpy-dessert type liquid breakfast flavoured by the coconut and a little crunchy because of the seeds. It more resembles tapioca pudding!
