does it need batteries ?

No, and it kept the water I put in it hot for an just about 2 days. I just put water in it to test it out before I actually needed it. Basically a really good thermos.

Can it be used to scald breastmilk?

Yes, we used it to heat breast milk in bottles and there was no problem
