why is it i am following the directions but when i use it as a top coat it dose't dry properly?

You just have to be patient. It does dry eventually. When it finally dries it is like concrete. Put it on whilst watching TV. you don't notice the time then.

So i have to put this as a”base coat” and then put my nail polish? Or not? Thanks
