The picture with measurements lists the outer and inner width as 2.16". Which is correct for the size of the needed cutout?

The overall size over the flange is 2.205" wide x 7.898" long. The part that recesses (gets cut into) the desk top measures 1.820" wide x 6.478" long. That is the size directly under the flange. The draft in the injection mold die makes the bottom smaller than just under the flange. The flange overhangs much longer at each end due to the screw holes for fastening to the desk top.
