I’m not sure what you mean by “How does it drain”. What I will share with you I absolutely love the longer handle, the brush (which is full a bit longer than all and 360 degrees). The handle also has a piece to catch the water from running down the brush when holding the brush upright. If you mean “drain”(ing), I’ve Never had a problem with the toilet clogging. I have one in each bathroom. I hope this helps

Q: Is it easy to assemble?

Reasonably easy. The handle parts ship disassembled, packed inside the holders (the cylinders). The parts are mixed: the two brush heads are together in one holder, and the handle parts and covers are together in the other. The upper handles each go through the cover (a flange-like circle) and screw into the lower handles, and the lower handles screw into the brushes.

Q: Is the holder itself 17 inches high or is that the height of the whole unit with the brush is in?

17” is the TOTAL height measured to top of brush handle when firmly inserted in holder. Height of cylindrical holder is approximately 9-1/2”
