Do I need the original key or spare key that came with the vehicle to cut or program this key?

Yes, you will need an original key to cut the new one. That can be done at any good locksmith. It is most likely better to have your local Honda dealer program the new key, as Honda has some proprietary software that can make it difficult for some locksmiths to program the new key. My local Honda dealer would not cut the key as they indicated they had a policy to only cut Honda keys even though they have been on backorder for more than a year, but they were willing to program it once it was cut. I paid about $30 to get it cut at a locksmith and another $90 to get it programmed at the Honda dealership. Still far cheaper than the new "keyless" fobs.
