Is one bag enough to cover a 2 car garage?

No, I don't think it will. Just get two, and have some leftovers. I ran out mid-project and I wished I had not cheaped out. Just buy two of them. You will find something or someone to use the leftovers. Also, you should dump them in some larger container, because they are kind of clumped together in spots. Break them apart in the larger container. You don't want to throw clumps on the new painted floor. Make sure the chips are all broken loose. I also coated them with a sealer afterward, to ensure that they would stick to the floor. It looked great and was actually impressive. I put them over latex paint, then sealed it. It was a patio that I did. Really made it look nice and hid all the old paint bumps and such, and imperfections in the concrete. The customer was really happy too.
