It says Biodegradable, so that should mean phosphate free since phosphates are not biodegradable.

How many loads are in a bucket?

It depends on how much you use per load but one bucket lasts for 6 months or more for us.

Has the detergent been reformulated because it no longer has the fresh scent it used to?

It does not seem to have perfumed smell but you can always use dryer sheets if you want more fragrant smell cloths

The description says .80 per load that doesn't seem correct does this bucket only do 40 loads? Or is it .08 pre load?

It is a 40 lb bucket and claims 160 loads per bucket. I get more than that as I have a water softener and can use less detergent per load. Plus you size the amount to the size and soil content.
