Q: Can i fit a clear tsa bag in the large pocket? the size is 7"x5"x2"

Yes you can but since its not a zip it is easier to have the bag outside of the case when traveling rather than open up the bag and unzip the pouch with the pockets. The case itself is bigger than I thought it would be. It fits and organizes a lot of stuff.

Q: Does this hold a full sized shampoo and conditioner?

'Full sized' can get pretty big. But it holds a lot. I think, depending on what else you are trying to carry, a standard size shampoo and conditioner would fit. I've seen some pretty big shampoo bottles. But certainly larger than 'airline restriction' size.
