Q: What size for someone size 24?

I'm a size 12 and bought a 14, I couldn't do the zip up. I would probably have had to go up to an 18 to fit comfortably. Hope this helps

Q: Is this skirt/material stretchy?

From my experience - I would say that it is not stretchy although there is movement when you walk etc.

Fan-tail-tastic!

Look just like the pictures... very stretchy (small will fit 10/12) and very long. We used for mermaids along with blue and green wigs, sequin boob tubes and super high heels in a Peter Pan pantomime. They looked amazing! Highly recommend.
