Will these on fit the carpeted floor?

The ones I got were specifically made for a 2023 Ford bronco you would not use over carpet. So the answer would be no if you have a bronco.

Any plan to have the 2 door cargo liner have cargo hook cut outs like the 4 door liner?

No, it’s just a flat mat. You would need to remove or cut holes for the rings.
