Would an 8 yr old be able to do this without too much frustration?

I bought this and similar ones for my grandchildren, ages 6, 8 and 10. You have to help them initially, the first 10 min or so, then they each got the hang of it. it was not frustrating. It does take several hours, so will be good for the summer to work on it through a few months. No one has finished their rugs, but they periodically get interested and pull it out again to continue.

What child age is this more suitable for?

I would say ages 6-10. There are some adults that like making these as well.
