Q: What is the weight capacity of these casters?

Mine are holding up about 80lb, don’t actually know the capacity.

Q: Please confirm if the brake is able to stay in the locked position. Or, must you keep stepping on the brake for it to work?

It works like an on/off switch. You don't need to hold your foot on the brake to make it work. It will lock into position. They work really well!

Q: There is no mention as to whether they are safe on venal floors. Are they safe for vynal plank floors?

They don't specifically mention vinyl because the entire point is they won't damage ANY floor. Not sheet vinyl, not plank vinyl, not hardwood, not carpet, not epoxy, not tile, not carpet...... and nothing else you can come up with. That is the entire point of wheels like this. Also not having a double set of wheels doesn't get stuff jammed in them as often or as thoroughly as a singular style wheel. Smaller diameter wheels of this type may have some trouble with very high pile carpet. Only limit they have.

Q: what is weight capacity?

They’re extremely sturdy and seem like they could take a lot of weight but the manufacturer doesn’t specify. They’re very well made though. I’d bet they’ll hold up.
