Do refractor telescopes need collimating ?

No refractors do not need collimation

Will this work on a Bushnell North Star? I believe it is a 3.5 maksutov type.

No it will not work as your scope is a Mak-Cass type of scope... You have a cover plate on the front glass aperture, your collimation is corrected using the screws located under the corrector plate.
