can this be used to punch a hole through a vinyl vertical blind?

I think it would punch through the thin plastic easily. I use it to punch through 3/16” and less leather and it goes through like butter.

Will this tool cut through felt?

Haven’t tried cutting felt but it probably would since it can cut through leather. But I am not sure.

Is screwdriver needed to rotate wheel?

Not required to rotate the wheel will be needed to adjust the plate at the bottom that the punch hits to cut
