Are the wheels plastic or rubber?

I think there rubber, can't b 100% though. They feel like rubber rather then plastic.

I can’t answer your query these were bought as a present for my 4 year old niece. I haven’t actually seen them on her. Is there any kind of adjustment to alter size? Or can you wear small slipper type sock like in an ice skate. Sorry I’m not much help.
