Can the filter be removed?

Yes.But you would have to buy the same filter again if it breaks because it fits exactly in the plastic mold in the tank.

Does any water whatsoever escape through the top due to bubbling? Like I am talking even just a little over time.

No. The tank doesn't have a bubbler stone. It contained a waterfall filter. You cannot fill the tank all the way up to the top because of that type of system. The tank lid prevents any splash if there would happen to be any. The water does escape through normal evaporation which is any tank. I have mine on top of a beautiful wooden end table. No water ever gets on it so it's safe. The tank is more than perfect in functionality but the LED light system will fail. I read that before I bought it hoping it wouldn't happen to me. Well, the LED problem did happen to my tank.

Is the filter okay for a beta fish?

Thank you for your question. This filter is ideal for betta fish, the easy flow design has a flow rate of 45 gallons per hour, removing fish waste and other debris.
