How can I re-ink this stamp?

I couldn’t figure it out either. I tried and it was an epic fail.

Is it possible to be used as a paper stamp?

Yes I have used on paper before but it May soak through on thinner papers though in my experience

What type of materials can you use this on?

I used my stamp on paper and ribbon
