Can it be used to skim coat over an existing laminate countertop in a powder bathroom?

No, Vasari Plaster is to be used on walls and ceilings. It is not for countertops or floors.

Will this apply well to cinder block basement walls?

Yes it can. All of our products can be used. Some might need more than 2 coats to completely eliminate mortar joints if desired.

Can you use this over a textured ceiling, i.e. a horrible popcorn ceiling from the 70's?

Hi, No I wi\would not use it over a popcorn ceiling. Many of the pre 70's popcorn ceilings used asbestos. You need to find out first if it does have asbestos. If not the best way is to wet the ceiling then scrape off the popcorn. You could then add a mud or Venetian plaster over that.

can it be used on canvas?

Hello, We do not recommend Carrera for use on canvas.
