21 mm will fit, the 3/8 is the drive of the ratchet that fits in the center of the filter wrench

Not sure what you mean here. There are no plastic seals, this is tool to remove the oil filter housing for BMW. I purchased this ibetter tool and it does "NOT" work well at all.
