Will this work on a Jeep Wrangler with the spar tire.

As long as you have the 2” receiver it should work. You will need a 2” hitch mount for the spare along with the s we ing away, I also used two hitch stabilizers to stop the rattle. Mine is on an off-road trailer and my Spare is a heavy 35” tire and wheel

Does this come with a lock assembly?

If you mean a hitch pin with a key lock, then yes it does. It also comes with an attachment to secure it to the hitch to help stop it vibrating

how much "rise" does this add to the 2 inch hitch?

3 to 4 inches It is close to your vehicle. Beware of the locking pin when it is swung all the way open. On mine the pin became bent after only swinging it out less than 5 times. After the pin becomes bent, it will not lock it open.

Perfect for my Jee

Absolute game changer!! This hitch swing adapter makes it so easy with having a bike rack or cargo rack on the jeep and being able to still utilize the back gate. My dogs won’t jump in the side door so if we have a bike rack on the back, they have to be lifted in the side door. Now we can just swing the hitch to the side and use the rear gate again! Love this hitch swing!
