What is the tube diameter for this cane / replacement tips?

Looks like you misread the question. The "Tube diameter" is needed to order replacement/different tips. It is measured OUTSIDE diameter at the lowest point on the cane (just above the tip. You would use a simple, inexpensive micrometer to make this measurement. If really is a 2 1/2 inch diameter, the cane would be unusable, It is more likely the industry standard diameter of 3/4".

Does this come with a single foot?

It's a wide foot that is 3 and a half inches by three and a half inches. It has indentations for esthetic purposes. On a level surface, the foot is wide enough and flat enough that the cane can be left in the upright position. It is an awesome cane. It even has lights if you press the switch which can select either light or no light at all. I bought it for my wife who could barely get around until she had a hip replacement. It served her well. The price is great for what you get.

There is an elastic cord inside and when you pull the can apart at the joint you will see it inside. Then just fold the can down at that joint.
