Q: Does this LOC have built in load resistors?

I don't believe so. If I remember right impedance is around 200 ohms power channel. It is a very well made LOC and I recommend. Much better than Scorche and others I have installed.

Q: Is this also a line booster because my head unit only puts out balanced output is 1 V?

Not sure, but I know there is gain controls. I run a stock head unit in a honda and didn't want to upgrade and mess with cameras etc. That's why I went with this unit. Money well spent also. I think it will fit your needs well.
