Does this have a tilt function to be able to film on a desk from above?

It doesn't have a lot of down-tilt range. I think less than 10 degrees from level at best.

Can this tilt the camera up? I want to take long exposures of the sky but i wanted to know how far up ot can tilt(if at all).
