Q: Is the bottle supposed to have a safety seal?

I would guess it should, and it did not. Lid was not on tight, the box was not sealed in cellophane.. and even if it wasn't supposed to be, the box top flap was curled like it had been opened and inside of box flap had a spot of dirt... 3 flags up... bad berries in book.

Q: Does it work with nail polish on toes?

It looks like is working but slow process
