Will it work for audio output from mac mini (usb c) to amplifier?

Yes. It works from new iPad Pro 11inch to audio inputs on mixer desks etc...

Will it work for audio out 1/4" from an instrument, to usb-c input of an ipad pro for tuning app purposes?

It will not work… for me, this only worked as an output from a laptop.

can i connect this to garageband with my electric guitar?

Not sure. Only used this as an output from iPad (usb) to a mixer desk or speaker. Not used it to move sound from a music source with a jack output.
