The reason of measuring only three ginsenosides is because they are most important ginsenosides among all 37 kinds of ginsenoside. Principally, Higher three ginsenoside value is, more the rest 34 kinds of ginsenosides the ginseng product has. KOREAN GINSENG CONTAINS ALL KINDS OF 37 GINSENOSIDES. And as for % value, we cannot say how much % ginsenosides Korean ginseng product has. We don't know the western standards for ginseng quality. We don't know how they measure ginsenosides percentage. Before 1980, Korean ginseng quality criterion is just total SAPONIN contents. That was as like 70mg/g or 140mg/g. Roughly, 70mg/g saponin content is corresponding to 4mg/g of Rg1+Rb1+Rg3. And also roughly, 140mg/g saponin contents is corresponding to 8mg/g of Rg1+Rb1+Rg3. Korean government control and measure only those three ginsenosides which is contained in 1g of all ginseng product. This product contains more than Rg1+Rb1+Rg3=8mg per 1gram.
