Is the 1-3/4" diameter measured from the outside of the rim, or from the inside of it? i have a different brand steamer that i'm hoping it will fit.

It fits the bottle rim ( outside).

I am not sure about the cap you referred to..I ordered my replacement cap for the Jiffy model we got and it worked.

Will this work on a J-2 model, serial number 3300039? The center part stem wore out. Ordered a baffle, but that ended up being just a rubber piece.

I'm not sure about that model, but if it is compatable, it does have the whole piece as pictured- the cap with gasket and stem (my stem was leaking too). My model was leaking from the stem and this new cap fixed it.
