Q: Im after 28cm wheel what size do i need to get?

The Large is 11 inches, which is just under 28cm. The XL is 12.6 inches which is 32cm.

Q: Could the wheel fall or be knocked over, or is it stable?

Wheel is very strong and stable. It's also has a adjustable screw at the back depending on how high you need it.

Q: Does the base move about when placed on wood when the hamster is running around in the wheel or would it need to be placed on a cork mat ?

Mine came with a Cork mat, I didn't fit it as the wheel is not sliding when in use on the wooden table shown.
