Q: I just bought this and it comes out watery, not a thicker cream like is shown in the description. Is this right?

The consistency I encountered was like that of a bottled lotion. It is not a thick as a cream.

Q: can this be used on eye lid area?

Not sure if it is designed for 360 eye coverage, however, I used it on my eye and eyelid ares without adverse reactions.

Q: Can you use this on droopy eyelids?

As it is just a hydrating product, I would think yes you can use it on droopy eyelids.
