Will this kit work on a 2003 Mitsubishi Outlander?

Yes...that's exactly what I put it on.

does this kit include the shaft that the knob fits on, as the shaft is broke on mine; or do you also sell the shaft?

No, this does not replace the shaft. This changes the gear ratio for the door AC/Heater blend door so that the shaft does not break if you get the next one replaced. I was able to replace these gears myself with just a cross tip screwdriver. To fix the shaft you would need the entire kit that the control nobs fit on. That kit from my research can cost from $120 - $400. I had mine replaced by a repair shop and paid $400 with labor. Hope this helps.

will this kit fit 2012 lancer 1.3 GL?

Yes, it increases the efficiency a little but it still will not slide as smoothly as it should.

how do you know when you just need this kit and not the cable or something else ? My heater knob became spongy and lost it's function.

You can buy it with the cable if you want but I'd look under your dash on the driver side and see if you already have these bolted on if you do then the cable needs to be replaced. If you don't then get the this kit plus the cable. The gears make it easier for the cable to push and pull. You have to pull your radio out and look down and see if the cable is bent there or where these gears go.
