It is just as pictured. Maybe they are referí g to the lines and lettering.

Is this model made in sweden or in indonesia? the photo depicts one that has sweden on the base plate, but most models are now made in indonesia.

In 2018 Silva Sweden AB reacquired Noth American distribution rights to the Silva brand from Johnson Outdoors. Silva of Sweden now produces compasses at a facility in China to their spec and quality controls. Fact is no one will pay $125 for a compass made by Swedish trade union labor. But these compasses IMHO are much better quality than The Indonesia made Silva models sold by Johnson Outdoors from1997-2017.

Is the whole bezel luminous? Or just a little under the index-line?

No clue. I gave it to my son-in-law for Christmas one year and he said he likes it, but as he lives a long distance away I can't answer about the bezel.
