Weekly planner notepad is not magnetic.

No, but the pad has a sturdy cardboard back. You can buy tape that is adhesive on one side and magnetic on the other. It is called Magnetic Tape and it is available on Amazon. Using this tape will hang on a surface that accepts magnets.

Does it work as a mousepad too?

It is paper but I often find my mouse on top of it at my desk and it works fine ha ha. Definitely not typical mouse pad material though.
