What are the dimensions of this item?

It's a really nice bag, fits perfect on my rollator. It is about 12 inches wide, 12 in deep, and about 5in thick. One huge pocket fog my billfold and things, 4 smaller pockets on front got phone and stuff. Very well built bag with a heavy duty zipper on top. Hope this helps..

can this be used for the back of a wheelchair/transport chair?

The velco straps do adjust a great deal. They would spread far enough to reach each handle easily. Of course on a transport wheelchair it won't be attached to the chair. But I don't need it attached as it is easy to remove to fold wheelchair. Mine also came with a long adjustable shoulder strap if needed to be used that way.

Will I be able to carry a 12.9 Ipad pro and some books?

It definitely would fit. I love mine, I put a lot of weight in mine, ipad, portable charger for phone and ipad, my regular purse, water, etc. It holds up well but it is used approximately 5 times a month. If I used it every day I fear that it may not hold up for long. Answer is I do not know.
