Q: Can the bass noise on these be turned off?

No. The description clearly states "Heavy Deep Bass". I use mine with my Ipod, Ipad and when I'm playing along with my computer on my drums. If you have them connected to a tuner, you can adjust the bass and treble leavel. I don't think that the bass response is that over the top.

Q: Are these truly noise-isolating? Am looking for a great option to use with white noise app to sleep on plane, blocking out conversation.

I love these ear-phones; I used to buy only Bose for $100. Noise blocking - not so much. I wouldn't recommend them for that use, unless they were turned way the hell up.
