Dear Customer, the outside dimension is 15.9*9.1*12.6inch.

Is this sturdy enough hold a 2" binder on each shelf?

Hello I believe it would be sturdy enough to hold 2" binders, but I am not sure it would be deep enough. I store papers and folders in mine and it works great.

Does this hold 12x12 paper ?

Not sure , it will standard writeing paper
