Yes. Both powdered rice starch and powdered corn starch can be used to make a dry "shampoo". Starch is non-toxic and edible. As for glue...when mixed with hot water, the glucose molecules in starches break down the the starch turns into a gelatin. Starch gels can be used in cooking to thicken sauces. When the gel dries, it's sticky. So it can also be used as a glue (like flour wallpaper paste). However, mixed with cold water, it can be used to starch fabric. It will stiffen and protect it but it won't make it stick. Your hair, too.
