I see conflicting responses on whether the micro usb can deliver power out to a portable monitor. Which is it?

Yes, it worked for me without issue, connect the provided 5V Micro USB power cable from the USB Port of the laptop USB to the DC5V input, and connect the USB-C output from Elebase to the portable monitor. If there is an issue with the USB port from the laptop because of low power output, use the 5V adapter provided with the package. I hope it helps.

Can this adapter be used like video capture device from camera to a mac?

No, Macs or PCs with a Thunderbolt port cannot natively accept video inputs over USB-C; they can only output. You will need specialized hardware to do video capture.
