Q: What is the thickness or gauge of the film used for this Popsicle bag

I'd guess the same as the ice pop wrappers in the store. Not too flimsy.

Q: does it come with that green tool that seals the bags?

I have never seen a green tool for sealing - it's just a self seal. We leave our ends open so haven't used that feature yet. TMP

Q: Would i be able to seal these with my food vacuum sealer (not doing the vacuum, just sealing)?

I think you should be able to, it doesn't take much heat to seal them. They are great bags, I have rebought these a couple times.
