Will this fit a small head?

Yes it will , this hats are adjustable

Does this sit low on your head?

This is the first hard hat I've ever had - never expected to need one! Anyway, I was surprised that it sits rather high. I can see the black adjustable band just under the hat. Maybe that is how they all fit - I really don't know. For my purposes, I think it will keep me safe and that's all that matters. I don't expect to be a fashion statement while wearing it.
