I want to use as a sun shade for a small tree. Does this material provide sun protection and is this breathable material?

I don't see it as sun shade at all, though it has large enough holes to be breathable. I purchased it to repair a ripped water bottle pocket on a backpack.

After I cut this to size can I melt/fuse the edges? I want to make min-cargo nets to cover open cubby holes in my car's dash to keep things in them.

I don’t think you can fuse it. But you could encase the edges in webbing and sew the webbing, so that the raw edges are contained.
