how does it attach to the shopping cart?

There is a little bar on the back of the trolley that hooks over the handle of the shopping cart or it could also hook over the side but it is bulky that way.

what is the purpose of the second set of wheels? the ones on my cart don't reach the ground and i see no way to lower them. how do they function?

When the load in the cart gets heavy enough, the second set of wheels comes down automatically.
