This product is similar to 3rd degree I'm assuming? Does it dry clear?

Kind of similar but very different. They are both clear-ish but third degree cures quicker and is is more stuff. Skin tite is used as an adhesive or appliance builder and cures very soft and with a tacky surface. Third degree appliances can be re used and skin tite is not as easy because it stays so flexible

Can this be used to create a mold before attaching it as a prosthetic?

No this material is not suitable for making a mold. For a mold making silicone you could use something like mold star 15 or 16

what product is good for to do silicone doll parts?

Ecoflex 00-30 is very popular for reborn dolls.

Is this product suitable for repairs on silicone adult dolls? If not would you have knowledge or direction I can take to accomplish my projects.

It may not bond depending on the formulation of the silicone - Sil Poxy would be a better adhesive.
